Paul Bunyan State Trail, Paving Treadway from Guthrie to Walker Project
Record of Decision on Environmental Assessment Worksheet (EAW)
The Minnesota Department of Natural Resources (MDNR), as the Responsible Governmental Unit for environmental review of the Paul Bunyan State Trail, Paving Treadway from Guthrie to Walker Project, in Beltrami, Hubbard and Cass Counties, Minnesota, has issued a Record of Decision regarding the Need for an Environmental Impact Statement for the project. The MDNR has concluded that an Environmental Impact Statement is not required because the project does not have the potential for significant environmental effects. The justification for this determination is contained in the Record of Decision (below). The Record of Decision also contains the Department's responses to all substantive written comments received on the Environmental Assessment Worksheet during the 30-day review and comment period.
Issuing this Record of Decision concludes the State environmental review process for this project and the project can proceed to permitting and approvals.

The Proposed Project
The Minnesota Department of Natural Resources (MDNR) proposes to pave a segment of the Paul Bunyan State Trail that extends from Guthrie to Walker (16.5 miles), in Hubbard and Cass Counties. This segment of the multi-use, year-round recreational state trail is located on an abandoned rail grade owned by MDNR. The project would prepare the subgrade and pave a ten-foot wide by three-inch thick bituminous treadway with two-foot gravel/aggregate shoulders for a total trail width of fourteen-feet.
Written and signed comments on the EAW must be received by 4:30 PM, June 3, 2009.
