Prohibited and regulated invasive species

Minnesota Statutes, section 84D.12, authorizes the commissioner of natural resources to adopt rules designating prohibited invasive species, regulated invasive species, and unregulated nonnative species of aquatic plants and wild animals. The proposed rule modifies the prohibited and regulated invasive species lists. This will allow the DNR to address new species that pose significant environmental and financial harm to the state.  New species added to these lists will put them under the jurisdiction of Minnesota Statutes, chapter 84D.

The DNR is using the expedited rulemaking process under Minnesota Statutes, section 14.389, to make this rule change, as authorized under Minnesota Statutes, section 84.027, subdivision 13a, item (2).
