Emergency Grazing and Haying WIA Policy

The USDA Farm Service Agency recently announced new guidelines for emergency haying and grazing on CRP land due to prevailing drought conditions. These guidelines may affect some CRP, WRP, RIM lands that are also enrolled in the Walk-In Access (WIA) Program.

DNR and the Board of Water Resources have adopted a policy for WIA sites where landowners that want to emergency graze or hay can still keep their land enrolled in the Walk-In Access Program in exchange for a 25% reduction in their 2013 WIA payment (for all their enrolled acres). Most WIA agreements span multiple years, thus the intent of the policy was to retain land in the program to provide hunting opportunities in subsequent years. Most approved plans will only allow 50% or less of the enrolled land be hayed or grazed so they should still have adequate habitat this year. Haying must be done by August 30th, and livestock must be removed by September 30th, 2013.
