The DNR invites the public to review and comment on a proposal to authorize state Grant-in-Aid trail funding for the 56-mile Emily to Outing All-Terrain Vehicle (ATV) trail in Cass and Crow Wing counties.
Cass County will sponsor the proposal and will provide trail development and maintenance in cooperation with the Over the Hills Gang ATV Club.
A portion of the trail connects the cities of Emily and Outing along Trunk Highway 6 and provides access to businesses and hospitality services in these communities. It also provides connections to Remer and Cass Lake to the north, and Moose Lake and Onamia to the south.
Located on a combination of public and private land, the trail travels along state and county forest roads and Land O' Lakes State Forest trail. It also utilizes state, county, township and municipal roads, and passes through a short segment of private land.
ATV use is currently allowed on the entire proposed trail corridor, but adding the trail to the Grant-in-Aid system will provide additional funding for trail signs, maintenance, monitoring and repair.
The trail will be managed for ATV use on county lands and public roads, and will continue to be open to non-motorized uses in the Land O' Lakes State Forest. The trail may be closed at times for safety or to prevent erosion or trail damage.
