Flooding Rains in Northeast Minnesota

The most damaging flood in Duluth's history began when heavy rains fell over already saturated ground, making the situation worse. The main event occurred from around noon on the 19th through about noon on the 20th. At the Duluth National Weather Service the rainfall total on June 19 was 4.14 inches, with the two day total of 7.24 inches. A National Weather Service volunteer observer in Two Harbors recorded the storm's largest values, including 10.45 inches in 24 hours and a total of 10.71 inches.

The focal point for the heavy rain was north of a slow moving warm front draped across central Minnesota. Waves of thunderstorms developed and affected areas from Brainerd to Duluth, with southern St. Louis County and Carlton County hit especially hard. Substantial flooding was reported in many areas around Duluth, including the Lake Superior Zoo. I-35 was closed for a time in Duluth. Highway 61 was still closed through June 21 between Duluth and Two Harbors. Road closures were commonplace in Itasca, Aitkin, Carlton, southern Lake, and southern St. Louis Counties.

The St. Louis River at Scanlon rose 11 feet and hit a record crest of 16.62 ft, breaking the old record of 15.8 feet that was set on May 9, 1950. Some evacuation of homes was necessary.

This storm eclipsed a heavy rain event in August 1972 that caused serious damage in the Duluth area.

• In developing this map, we looked at a range of rainfall durations. The 24 hour duration produced the lowest probability cases. Longer and shorter durations showed rainfall accumulations that were more common (lower annual exceedance probabilities).
• The worst case 24 hour period is not necessarily the same at each observing gauge. As a result, this map does not represent isohyets at any particular point in time. It may look different from isohyetal maps.
• The map is based on preliminary, non-published, precip frequency estimates for the NOAA Atlas 14 volume being developed for this area. We have reasonable confidence in the estimates up to 1/500 AEP but not yet at 1/1000 so we didn't show values above 1/500. Although there were certainly observations that exceeded the likely 1/1000 threshold at 24 hours duration.
• These are point estimates of precip frequency for certain 24 hour durations during the event. They are not areal average estimates. And they do not apply to the "storm" as an entity.

SUPERIOR THROUGH AT LEAST EARLY THIS AFTERNOON...

THE MAYOR OF DULUTH HAS DECLARED A STATE OF EMERGENCY IN THE CITY OF DULUTH.

A FLASH FLOOD WARNING REMAINS IN EFFECT FOR SOUTHEASTERN ST. LOUIS...COOK AND 
SOUTHERN LAKE COUNTIES UNTIL 430 PM CDT WEDNESDAY.

AT 1044 AM CDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED ANOTHER AREA 
OF THUNDERSTORMS PRODUCING TORRENTIAL FLOOD ENHANCING RAINFALL MOVING TOWARD 
DULUTH AND THE NORTH SHORE OF LAKE SUPERIOR. ADDITIONAL RAINFALL AMOUNTS FROM 
2 TO 3 INCHES ARE EXPECTED THROUGH NOON AS THESE STORMS MOVE ACROSS THE AREA. 
THIS IS ON TOP OF THE 5 TO 9 INCHES OF RAIN THAT HAS ALREADY FALLEN ACROSS 
DULUTH AND THE NORTH SHORE OF LAKE SUPERIOR OVERNIGHT.
