The Flood Hazard Mitigation Grant Assistance Program (FHM) was created by the Minnesota Legislature in 1987 to provide technical and financial assistance to local government units for reducing the damaging effects of floods. Under this program the state can make cost-share grants to local units of government for up to 50 percent of the total cost of a project. The goal of existing regulations and programs for flood damage reduction is to minimize the threat to life and property from flooding. The efforts of local governments to enforce their zoning ordinances, to sponsor flood mitigation public improvement projects, and to acquire or relocate flood-prone buildings have significantly helped to reduce risk to lives and flood damages across the state.

Applications for this round of funding due August 11
The DNR is accepting applications through August 11 for $9 million in limited-time grants under the Flood Hazard Mitigation (FHM) Grant Assistance Program. This program helps fund mitigation projects including levees, floodwalls, pumping stations, flood storage facilities, diversion channels, water level control structures, and the acquisition and removal of flood prone or flood damaged structures. Feasibility studies are not eligible.
Project proposers are encouraged to review the FHM Grant Prioritization Guidelines prior to completing an application. The most recently updated application form is available below.
Although the application period for various FHM grants is always open, only those applications submitted by 4:30 p.m. Monday, August 11 and using the new application form will be considered for this round of funding. Applications received after this date, as well as those not funded, will still be considered for future appropriations. Funding decisions for this most recent appropriation are expected to be finalized in the fall. All applications will receive a response.
