Off-Highway Vehicle (OHV) strategic master plans

Background
As a result of legislative direction in 2019 and 2021, the DNR completed a draft set of Off-Highway Vehicle (OHV) strategic master plans. The OHV strategic master plans are guiding documents for OHV recreation across Minnesota.

These plans:

  • Communicate the background and trends of OHV recreation;
  • Share information about statewide OHV trail management and strategic planning;
  • Guide future trail maintenance and development practices;
  • Highlight conditions that are suited for future OHV trail opportunities; and
  • Discuss situations where OHV trail development is not appropriate.

The ultimate goal for each plan is to provide transparency around OHV system management for anyone directly or indirectly involved or interested in OHV recreation in Minnesota.

Planning process and engagement
The DNR worked with external consultants during the initial planning process, including early public engagement. The process included multiple opportunities for public input, such as questionnaires and focus groups, involving a range of stakeholders including motorized and non-motorized trail users, local units of government, environmental groups and others interested in OHV recreation. Information gathered through these efforts helped guide development of the draft plans.

Coordination with Tribal, federal and local government partners occurred throughout the planning effort through direct communication and opportunities to review and provide feedback on draft materials. The draft OHV strategic master plans and an integrated overview document were available for a 60-day public review period from December 20, 2024 through February 21, 2025. During this period, the DNR hosted an online webinar to provide an overview of the plans and received 164 comments reflecting a wide range of perspectives. All comments were reviewed and considered and informed refinements to the final plans.

A summary of public comments received during the 60-day public review period, along with the DNR's responses, is provided. This document offers a high-level overview of the themes raised and how public input informed refinements to the final plans.
