The Department of Natural Resources (DNR) invites the public to review and respond to proposals for future off-highway vehicle (OHV) and grant-in-aid (GIA) trails.
- Lake of the Woods OHV Connector trail proposal
- The DNR invites public review and written comments on a proposal by Roseau County and Lake of the Woods County to obtain grant-in-aid (GIA) funding for an off-highway vehicle (OHV) route that would establish a continuous connection between Roseau County's OHV trail system and the Koochiching County line. The GIA Program is a cost-sharing partnership between the DNR, a local government sponsor and a local club to fund the maintenance and development of OHV trails.
The proposed 58-mile route in Roseau and Lake of the Woods counties would use existing roads and trails that are currently open to OHV use. The proposed route includes Lake of the Woods County roads, segments along the bank-tops of county judicial ditch rights-of-way, and about one-half mile of private trail. The proposal would formally designate the route under the GIA program, linking existing roads and trail segments. The route would be open to all OHVs including all-terrain vehicles (ATV), off-road vehicles (ORV) and off-highway motorcycles (OHM).

- North Star Connector OHV trail proposal
- The DNR invites public review and written comments on a proposal by Beltrami County and the Fourtown/Grygla Sportsman's Club to obtain grant-in-aid (GIA) funding for an off-highway vehicle (OHV) trail that would serve as a connection between the Fourtown-Grygla Trail, the Consolidated Conservation Trails and the southern segments of the Bemis Hills Trail. The GIA Program is a cost-sharing partnership between the DNR, a local government sponsor and a local club to fund the development and maintenance of OHV trails.
This proposed trail would consist of a 28-mile route on the Moose River Dike in Beltrami County. The corridor is currently open to motorized use under existing management protocols. The proposal would formally designate the route under the GIA program and continue to allow Class 1 and Class 2 all-terrain vehicle (ATV) use. The proposed designation does not change the existing operation of the Moose River Dike Road, including seasonal closures to motorized vehicles.

- Minnesota state forest trail planning
- The DNR is considering a number of measures to improve state forest trail sustainability and enhance user experiences for both motorized and non-motorized trail users. The trail system changes will not include changing forest-wide motor vehicle use classifications.
The following proposals for OHV trails have already completed a public review period. The deadline for comments has passed.
- City of Roseau OHV GIA trail
- The City of Roseau Parks and Recreation Department is requesting GIA funding for a 10.4 mile trail system. The proposed route would connect to the Great Northern Connection Veterans Memorial Trail, which links Roseau and Warroad.
- City of Wolf Lake OHV GIA trail
- The city of Wolf Lake is proposing a six mile ATV trail, including a three mile segment along both sides of the Highway 38 treadway in Becker County. The trail would connect the city to existing OHV trails in Smoky Hills State Forest.
- Chisholm Easterly OHV GIA trail
- This four mile proposed route in St. Louis County is designed to direct ATV traffic east of the Dunwoody Pit, reducing overlap with mountain biking trails near the Redhead system. The route is already open to ATV use but is not currently enrolled in the GIA program.
- Moose River Connector OHV GIA trail
- This proposal includes 10.1 miles of trail connecting the North Soo Line near the Moose River Connector by Shovel Lake to Hill City. The proposed trail would utilize pre-existing forest roads, county roads and OHV trails, and crosses lands managed by the Aitkin County Land Department and the State of Minnesota.
- AlanDale off-highway motorcycle (OHM) GIA trail
- Kanabec County and the Norsemen Motorcycle Club are requesting GIA funding for the AlanDale OHM trail system. The proposed 23.9 mile trail includes 4.7 miles of existing OHV trail not currently in the GIA program and 19.2 miles of new trail across public lands in Kanabec and Aitkin counties.
